Chapter I General Provisions


Article 1  To regulate the management of international students in China, these regulations shall be formulated.


Article 2  These regulations shall apply to undergraduate students receiving general higher academic education in the University. The disciplinary punishment of non academic language students studying in China admitted by the University shall be implemented with reference to these regulations.


Article 3  The school shall adhere to the principle of combining education and discipline, adapting to the nature of the student's violation of law and discipline and the severity of the fault, and respecting and protecting the legitimate rights of the international student in giving discipline.


Article 4  Students who violate discipline inside the campus shall be given disciplinary sanctions in accordance with these measures. Students who violate discipline outside the campus shall be given disciplinary sanctions with reference to these measures.


Article 5   International students who commit illegal acts inside and outside the campus shall be transferred to the public security and judicial organs for handling.

Chapter 2 Types and Application of Sanctions


Article 6  Students who violate university rules and regulations shall be subject to the following disciplinary sanctions, depending on the severity of the circumstances.

(i) Warning.

(ii) Serious warning.

(iii) Demerits.

(iv) Probation.

(v) Expulsion from school.

If a student commits a breach of university rules and regulations, but the circumstances are too minor to warrant disciplinary action, the student shall be informed and criticised by the student's faculty and urged to rectify the mistake.


Article 7 Mitigated punishment may be imposed in one of the following cases.

(i) Taking the initiative to admit mistakes, give a truthful account of the facts of their mistakes, make a profound examination and show remorse.

(ii) Taking the initiative to expose others who have committed disciplinary offences and have been found to be guilty of such offences.

(iii) Actively and voluntarily assisting the organisation in the investigation of disciplinary or illegal incidents.

(iv) Other circumstances in which mitigating circumstances may apply.


Article 8 Heavier penalty may be imposed in one of the following cases:

(i) A poor attitude in admitting wrongdoing and showing no remorse.

(ii) Intentionally causing difficulties in the investigation.

(iii) Being the leader in a joint disciplinary offence.

(iv) Collecting students from outside the school to commit a disciplinary offence.

(v) Threats, intimidation, retaliation against whistleblowers, witnesses or staff.

(vi) Those who are jointly guilty of several types of errors.

(vii) Other circumstances warranting a heavier sanction.


Article 9 Anyone who has been identified by the public security judicial organ as having restricted civil capacity shall, according to the actual situation, handled as appropriate.


Article 10 Anyone subject to disciplinary action is additionally granted the following restrictions.

(i) Anyone who causes financial loss shall be compensated in accordance with the law.

(ii) Scholarships and honours of all kinds shall not be awarded during the term of the sanction.

(iii) The corresponding character assessment points shall be deducted from the comprehensive quality assessment in the semester in which the sanction is imposed.

(iv) Any other provisions are dealt with in accordance with the relevant regulations.

Chapter 3 Disciplinary Violations and Sanctions


Article 11 Anyone who opposes the basic principles established by the Constitution; participates in cults and other illegal organisations to carry out illegal and criminal activities; organises feudal and superstitious activities; organises, plans or carries out incitement to disturbance or disruption of social order, endangers national security, organises illegal assemblies, processions and demonstrations, and disrupts stability and unity. Depending on the seriousness of the circumstances, the violator shall be given a demerit or probationary punishment; if the circumstances are particularly serious, the violator shall be expelled from school.


Article 12 Anyone who violates national and local laws and regulations shall be subject to the following penalties, depending on the circumstances.

(i) Anyone who is sentenced to criminal punishment shall be explled from school.

(ii) Anyone who is sentenced to public security detention shall be punished by a probation or expulsion, depending on the seriousness of the case; in particularly serious cases, she/he shall be expelled from school.

(iii) Anyone who is sentenced to administrative punishment or judicial punishment other than administrative detention or judicial detention shall be given a serious warning or more.


Article 13 Anyone who provokes trouble or fights shall be punished as follows, depending on the circumstances.

(i) Anyone who, although has not struck anyone, uses verbal insults or other means to cause trouble or aggravate a conflict, resulting in a fight, shall be punished by a warning to a demerit, depending on the seriousness of the circumstances.

(ii) A demerit shall be given to those who hit without causing injury; those who hit causing injury shall be given a probation to expulsion depending on the seriousness of the circumstances;

(iii) Anyone who organises, plans or encourages others to fight, or intentionally provides assistance to others in fighting, shall be punished with heavier penalties in accordance with the second item of this article.

(iv) Anyone who engages in gang fighting or armed brawling shall be punished with a heavier penalty in accordance with the second item of this article.

(v) Other participants shall be given a warning to a expulsion, depending on the seriousness of the circumstances.


Article 14 Anyone who gambles or gambles in disguise shall be punished, depending on the circumstances, by the following penalties.

(i) Anyone who engages in gambling shall be given a serious warning to a demerit, depending on the severity of the circumstances.

(ii) Anyone who provides premises or gambling equipment for gambling shall be given a demerit.

(iii) Anyone who organizes gambling shall be given a probation to a expulsion, depending on the seriousness of the case.


Article 15 Anyone who steals the property of another shall be punished, depending on the circumstances, by the following penalties.

(i)A demerit to a probation, depending on the seriousness of the case, if the value of the case is below the standard of the case; or a expulsion, depending on the seriousness of the case, if the value of the case is above the standard of the case.

(ii) Theft of official seals, confidential documents, examination papers, files and other items shall be punished by a demerit or a expulsion, depending on the seriousness of the case.

(iii) Anyone who provides assistance to a perpetrator in the form of sentry duty, provision of information, means of operation, concealment of stolen goods, etc., shall be treated in the same manner as a perpetrator.

(iv) Theft of another student's Campus One Card shall be dealt with in accordance with the first item of this Article.


Article 16 Anyone who damages public or private property shall, depending on the circumstances, be punished as follows.

(i) A warning up to a probation for negligent damage to public or private property in more serious cases.

(ii) A serious warning to a expulsion for intentional damage to public or private property depending on the seriousness of the case.

(iii) Damage to fire fighting, public security, traffic and other special facilities shall be severely punished.

(iv) Anyone who makes compensation in time after negligently damaging public property shall be given a lighter treatment or exempted from treatment as appropriate.


Article 17 Anyone who violates the legitimate rights and interests of another student or organisation shall be subject to the following penalties, depending on the circumstances.

(i) Any one who forges or sells documents, stamps and supporting documents or materials of any kind, or uses other improper means or methods, or falsifies them to achieve studental goals, shall be given a serious warning to a expulsion, depending on the seriousness of the case.

(ii) Anyone who illegally retains, fraudulently collects and destroys letters (including openings), parcels, money orders or other mail of another student shall be punished by a warning to a probation, depending on the circumstances and consequences.

(iii) Fraud, embezzlement, extortion, robbery and robbery of public or private property shall be dealt with in accordance with Article 15 of these Regulations.

(iv) Anyone who intimidates or threatens the studental safety of others or interferes with the normal life of others shall be given a serious warning to probation, depending on the seriousness of the case.

(v) Anyone who fabricates facts, falsely accuses, frames, slanders or insults another student shall be given a serious warning to a expulsion, depending on the seriousness of the case.

(vi) Anyone who uses the name of the school, infringes on the interests of the school, damages the reputation of the school and causes adverse effects or losses to the school shall be given a demerit to a expulsion depending on the seriousness of the case.


Article 18 Anyone who violates the regulations on student accommodation in the University shall be punished as follows, depending on the circumstances.

(i) Anyone who disrupts the normal management order and study life by causing disturbances or throwing objects in the student's dormitory shall be given a serious warning to a expulsion, depending on the seriousness of the case.

(ii) Anyone who throws objects, rubbish, etc. into the building or out of the window and fails to do so repeatedly or causes consequences shall be given a warning to a probation, depending on the seriousness of the case.

(iii) The use of open fire in a student's dormitory shall be punished by a warning or a serious warning; if it causes adverse consequences, the violator shall be punished by a demerit to a expulsion, depending on the extent of the consequences.

(iv) Anyone who uses or stores prohibited electrical appliances in dormitory or violates other regulations on the safe use of electricity, and fails to rectify the situation, shall be given a warning or a serious warning; anyone who causes adverse consequences shall be given a demerit to a expulsion, depending on the extent of the consequences.

(v) A warning or serious warning shall be given to anyone who interferes with the normal study and rest of others and does not rectify the situation after advice or criticism and education; or a demerit to a expulsion shall be given to anyone who persists.

(vi) Anyone who keep a guest in the student's dormitory without permission shall be given a warning to a probation depending on the seriousness of the case.

(vii) Anyone who, without permission, rents a room on or off campus or stays out at night shall be given a serious warning to a probation.

(viii) Anyone carrying or possessing objects prohibited by national laws and regulations shall be punished by a warning to a expulsion, depending on the seriousness of the case.

(ix) Anyone who keeps pets in the dormitory and refuses make any correction after education or causes consequences shall be given a warning to a demerit depending on the severity of the case.

(x) Violation of other rules of the school's dormitory management, repeatedly failing to improve, shall be given a  warning to a probation.


Article 19 The following penalties shall be imposed, depending on the circumstances, for violations of campus management regulations.

(i) Anyone who disrupts the order of education and teaching, the order of life and the order of management of public places in the school shall be punished by a warning to a expulsion, depending on the seriousness of the case.

(ii) Anyone who damages greenery, environmental sanitation or public facilities shall be given a serious warning to expulsion, depending on the seriousness of the case.

(iii) Climbing or climbing over walls, balconies, windows, parapets and other facilities, and failing to make any improvement after education, shall be given a warning to a demerit depending on the severity of the case.

(iv) Anyone who refuses or obstructs a state employee or school administrator in the performance of his or her duties or official duties in accordance with the law or school rules shall be punished by a warning to a expulsion, depending on the seriousness of the case.

(v) Anyone who behaves in an uncivilised manner in the school in relation to men and women, which is detrimental to the school's ethos, and who persists in his or her behaviour, shall be given a warning or a serious warning.

(vi) Religious and missionary activities on school premises are punishable by a warning to a expulsion, depending on the seriousness of the case.

(vii) Anyone who violates the regulations on campus traffic management and causes consequences shall be given a warning to a demerit depending on the seriousness of the case.

(viii) Anyone who violates social and public order or campus management measures and have dishonest acts such as concealment and deception shall be given a warning to a demerit according to the seriousness of the circumstances.


Article 20 Anyone who seriously violates social ethics and discipline shall be given the following penalties according to different circumstances:

Anyone who engages in or participates in activities that are detrimental to the image of college students and contrary to social public order and good customs shall be given a serious warning or a expulsion according to the seriousness of the circumstances.

Anyone who often drinks too much and does not listen to dissuasion shall be given a warning or a expulsion according to the seriousness of the case; Those who drink too much and cause trouble shall be punished severely with reference to the relevant provisions of these measures.

Anyone who takes drugs shall be expelled.

Anyone who insults, molests, sends harassing text messages or seriously harasses others in other ways shall be given demerit or a expulsion.

Anyone who engages in prostitution or whoring shall be expelled from school.

Anyone who insults the opposite sex or engages in improper sexual behavior for the purpose of playing with the opposite sex, resulting in serious consequences, shall be given a probation or a expulsion.

Anyone who watches pornographic books, periodicals, web pages and videos shall be given serious warnings; Those who refuse to correct after education shall be given a demerit  or a probation.

 Whoever scribbles, writes or paints pornographic words or portraits, or makes, copies, sells, rents, sells or disseminates pornographic articles, illegal books, periodicals, audio-visual products shall be punished by a demerit to a expulsion according to the seriousness of the circumstances.


Article 21 Anyone who violates the regulations for the administration of network use shall be given the following penalties according to different circumstances:

(i) Anyone who logs in to illegal websites and are dissuaded to no avail, will be given a warning to a demerit, depending on the seriousness of the circumstances.

(ii)Anyone who spreads opinions that hinder China's social stability and national security shall be given a probation or a expulsion;

(iii) Anyone who fabricates or disseminates false or harmful information shall be given a warning or a expulsion according to the seriousness of the circumstances;

(iv) Anyone who disseminates malicious information, openly insults others, fabricates facts to slander others, infringes upon others' reputation rights, or publishes information in the name of others, shall be given a serious warning to a expulsion according to the seriousness of the circumstances;

(v)Anyone who disseminates illegal written, audio and video materials, publicizes cults, obscenity, pornography, gambling, violence, murder, terror and abetting crimes shall be given a serious warning to a expulsion according to the seriousness of the circumstances;

(vi)Anyone who attacks or invades other people's computers and mobile communication network systems, or deliberately make and spread computer viruses and other destructive programs, which affect or destroy the normal operation of computer information systems, shall be given a serious warning to a expulsion according to the seriousness of the circumstances;

(vii) Anyone who falsely uses the IP address of the campus network server or the IP address of others to deliberately attack the scanning server and various network equipment shall be given a serious warning to a expulsion according to the seriousness of the case;

(viii) Anyone who misappropriates another person's public information network account and password and causes economic losses shall be dealt with in accordance with the relevant provisions of Article 16 of these measures.

ixIf there are other behaviors in violation of China's computer network management measures, a serious warning to a expulsion will be given depending on the situation.


Article 22 During a semester, Anyone who is absent from the activities of the school's teaching plan without asking for leave or the leave is not approved, and the cumulative absenteeism reaches the following hours, the following penalties will be given according to different circumstances:

(1) 11-20 academic hours, a warning will be given;

(2) 21-30 academic hours, a serious warning will be given;

(3) 31-40 academic hours, a demerit will be given;

(4) For 41 school hours and above, a  probation will be given;

Absenteeism is calculated in accordance with the relevant provisions of the Implementation Rules for the Management of Student Status of Full-time Undergraduate International Students of Lishui University.


Article 23 Anyone who violates exam discipline and cheats on exams will be given the following penalties depending on the circumstances:

(i) Anyone who violates the discipline in the examination shall be given a warning or a serious warning;

(ii) Anyone who cheats in exams shall be given a demerit;

(iii) Anyone who cheats seriously in the examination will be given a probation or a expulsion.

The determination of violation of examination discipline and examination cheating shall be carried out in accordance with the Administrative Measures for Lishui University Examination.


Article 24 If there is academic misconduct such as plagiarism, tampering or forgery in the dissertation, graduation design (thesis) or publicly published research results, the student shall be given a warning to probation, taking into account the nature of the act and the seriousness of the circumstances; if the circumstances are particularly serious, or if the dissertation is written on behalf of the student or the dissertation is bought and sold, the student may be expelled.


Article 25 Anyone who participates in illegal marketing activities shall be given a serious warning to a probation, depending on the seriousness of the circumstances; if serious consequences are caused, the student shall be expelled.


Article 26 Anyone who violates the regulations on the management of student associations and extracurricular activities shall be subject to the following penalties, depending on the circumstances.

(i) Anyone who creates or participates in an illegal association shall be punished by a serious warning to probation, depending on the severity of the circumstances.

(ii) Anyone who creates an association without approval and fails to improve after education or causes consequences shall be given a warning to a demerit, depending on the severity of the case.

(iii) Anyone who uses an association to engage in illegal activities shall be given a serious warning to probation, depending on the severity of the circumstances.

(iv) Anyone who invites outside organizations or studentnel to hold lectures and other activities at the school without approval and who does not change after education or causes consequences shall be given a warning to a demerit depending on the severity of the case.

(v) Anyone who organises unauthorised fund-raising, commercial exhibitions or other activities and is not dissuaded from those behaviours shall be given a warning to a demerit, depending on the severity of the case.

(vi) Organising group outings without approval or changing the programme of activities without permission shall be punished by a warning to a demerit depending on the seriousness of the case; if it causes consequences, s/he shall be given a probation.


Article 27 In case of public health and safety emergencies or other emergencies, the school shall refer to the relevant provisions of these regulations for strict student management and shall impose heavier penalties for relevant disciplinary actions.


Article 28 Anyone who repeatedly violates the rules of the school and is subject to disciplinary action and does not make any correction or improvement after education shall be expelled from the school.


Article 29 Disciplinary offences not enumerated in these provisions shall be punished accordingly by reference to the relevant provisions of these provisions on the basis of the principle of most similarity.
